In order to demonstrate the range in standards from those that promote inclusion to those that promote exclusion, Urban Studio with Bureau E.A.S.T. compared and contrasted ADU standards for eight jurisdictions – County of Los Angeles, City of Los Angeles, City of Beverly Hills, Culver City, City of Pasadena, City of Santa Ana, City of Santa Monica, and City of West Hollywood. We identified the most inclusive and most exclusive standards and compiled them into two distinct sets of ADU standards – one of more allowance or less allowance, inclusion or exclusion, respectively. The objective was both to understand the rules of inclusion and exclusion and by highlighting them, calling attention to the politics of American urbanism.
